Consultancy for the Final Evaluation of the SCROL Programme in Kenya

About the SCROL Programme
The Safety for Children and their Rights Online (SCROL) programme is part of our Sexual Exploitation of Children (SEC) portfolio, implemented in Kenya, Nepal, Cambodia, and the Philippines. The goal is to protect children from Online Child Sexual Exploitation (OCSE) in safe family and community environments, backed by strong legal frameworks and inclusive societal norms.
In Kenya, the programme operates in Nairobi, Kilifi, and Kisumu in collaboration with ChildLine Kenya.
Purpose of the Consultancy
Terre des Hommes Netherlands is seeking a Kenya-based consultant to conduct a final evaluation of the SCROL programme. This evaluation will assess the programme’s relevance, effectiveness, impact, sustainability, and ethical soundness. It will measure progress against the project’s baseline, evaluate changes in knowledge, attitudes, and practices among key stakeholders, and provide actionable recommendations for scaling and sustainability.
Key Responsibilities
- Lead mixed-methods endline evaluation using TdH NL tools and ethical protocols
- Conduct primary data collection and analysis
- Engage child and youth advisors throughout the process
- Deliver country-specific reports and presentations
- Ensure safeguarding and ethical standards are met throughout the assignment
Duration
25 working days between July and September 2025.
Consultant Profile
We are looking for a consultant with:
✔ A Master’s degree in child protection, development studies, sociology, or related fields
✔ Over 6 years of experience in leading evaluations, especially on child protection or sexual exploitation
✔ Strong knowledge of child rights and safeguarding principles
✔ Advanced skills in evaluation methodologies and statistical tools (e.g., SPSS, Stata)
✔ Excellent report writing and communication skills in English and Swahili
