We are seeking a dedicated Programme Manager to join our Philippines Country Office and drive meaningful change for children’s rights. This pivotal role combines strategic leadership with hands-on programme management to create a lasting impact in the lives of vulnerable children and youth.
About Terre des Hommes Netherlands
Terre des Hommes Netherlands (TdH NL) protects children by preventing and stopping child exploitation, and by empowering children to make their voices count.
Our strategic ambition is that by 2030, Terre des Hommes Netherlands is a catalyst for systemic change to stop child exploitation. We do this by empowering children and their communities, connecting them with those who have power to enact change, and utilising our knowledge and expertise to co-create sustainable, evidence-based solutions.
Terre des Hommes Netherlands focuses on 3 Thematic Programmes: (online) Sexual Exploitation of Children (SEC), Child Labour, Child Trafficking and on Child Protection in Humanitarian Crisis. For each of these forms of child exploitation, we are developing and implementing projects and programmes through local partners, mainly in Asia and Africa.
About the role
As the programme manager, you will manage the Programme unit and report to the Country Director while providing technical oversight for all programme activities implemented by Terre des Hommes Netherlands in the Philippines. Your work will directly contribute to creative and meaningful programme design and implementation.

Primary responsibilities:
- Contribute to the development and implementation of country thematic/ annual and strategic plans.
- Support in the development of project proposals.
- Maintain and improve programme quality by providing technical support to partners, building their capacity and setting them up for success.
- Participate in the planning and implementation of fundraising and advocacy activities.
This role requires a combination of strategic vision, programme management skills, and excellent communication skills to build meaningful partnerships and drive impactful change.
Requirements
The ideal candidate has a minimum of 5 years of experience in programme management with a proven track record in programme cycle management and a focus on promoting children’s rights.
More specifically:
- Bachelor’s degrees in Social Work, Development Communications, Community Development and related fields; an advanced degree is desirable but not required
- Experience in working with children and young people and implementing projects funded by bilateral and multilateral donors
- Previous experience in non-profit or global organisations
- Skills: Technical writing, strong thematic expertise in children’s rights, equity and inclusion, Program and partnership management, cross-functional collaboration
- Collaborative and communication skills, commitment to child safeguarding and gender equality
- Fluency in verbal and written English
- Domestic and international travel may be required as needed

- 1-year contract with the intention to transition to an indefinite-term agreement upon successful completion.
- Salary – PhP 106,771 gross per month based on a full-time (40 hrs) contract
- Our hybrid work model provides flexibility while maintaining collaboration, with arrangements determined in consultation with your line manager. You’ll have access to our office in Quezon City when on-site work is preferred.
- 18 days of annual paid leave (prorated for part-time staff)
- A comprehensive pension scheme administered by ASR, with the organisation covering the majority of contributions
