On the African continent, TdH NL works in Kenya, Uganda, Tanzania, Ethiopia and Madagascar. In these countries, TdH NL develops and implements programs in close collaboration with local partner organisations. In Kenya, TdH NL programmes are implemented in Central, Rift Valley, Coastal, Western and Northern regions of Kenya where we work with communities, government, private sector, civil society organisations and children themselves, at the centre, to address systemic and structural drivers that expose children to exploitation.
The Time to play Project
The Time to Play project is implemented by Action for children in Conflict (AfCiC) in partnership with Terre des Hommes Netherlands (TdH NL) in Thika, Kiambu County and it envisages a goal where Children in all their diversity (regardless of age, gender, ability and ethnicity) access safe play spaces and are protected from exploitation.
The project targets 919 children inclusive of those with disability aged between 6-17 years, by enhancing their social skills and the values of play, participating in safe play and leisure reading activities and engagement in child right clubs (CRCs). It also seeks to strengthen community-based protection mechanisms through engagement of caregivers and teachers with the support of the office of the Department of Children Services and CSOs in child protection space. The project is investing her efforts in lobbying and advocacy, through child-centered advocacy, to engage the County government and the local business community to provide safe play infrastructure and materials, in promoting safe play in the community. Finally, the project will work closely with CSOs in the broader child protection programming in Thika Municipality to form a network and develop a joint lobby action plan to include the right to play and the linkage to the protection of children from exploitation in policies.
Consultancy Purpose and Use
The consultancy is anchored in objective 3 – Duty bearers (County Government and business community) and civil society organisations are more strongly engaged in promoting safe play as a means to identify and address safety needs of children. CSO in the Child protection space will be key in advocating for safe play with the policy makers and other child protection asks in ensuring children can grow and thrive in a community free from child exploitation.
Terre des Hommes Netherlands is hereby seeking to engage consultancy services to conduct advocacy training and development of an advocacy action plan with the CSO representatives.
Specific Objectives of the Consultancy
- To establish the capacity gaps of the target CSOs drawn from Thika Sub County in areas of advocacy.
- To provide hands-on relevant knowledge and skills based on the capacity gaps by capacity building the CSOs in advocacy.
- To strengthen the capacity of target CSOs on development and implementation of successful advocacy and relevant processes involved.
- To facilitate a one day advocacy action plan development workshop with the CSOs representatives for engaging the various policy makers and other stakeholders in advancing children rights to play and protection in Kiambu County.
Time period
The estimated length of the assignment is 8 working days and the consultant should be based in Kenya. This is estimated to commence on 28th April 2025 and end on 6th May 2025.
Profile of the Consultant:
Required:
- Over 5 years of experience in lobby, advocacy and influencing
- Over 5 years of experience in developing national-level advocacy strategies and operational plans for INGOs
- Experience in advocacy capacity development of NGOs
- Demonstrated successful experience in contributing to advocacy initiatives in the field of child protection
- Knowledge of new trends in the field of Child Online Protection
- Outstanding capacity to develop strategy documents with ambitious yet concrete operational plans
Desirable
- Knowledge of the Child Protection sector in Kenya
Expressions of Interest
Interested applicants are required to submit a technical proposal and a financial proposal. The following components must be included:
- A technical proposal (at least 3 pages) which should include the following:
- The consultant’s understanding of the terms of reference
- a description of the proposed methodology(ies) to be used to fulfil the requirements of the ToR
- a clear and detailed work plan including timeline
- A financial Proposal (one page) which should include the number of working days and the professional rates per day.
- A cover letter, which includes information about the applying consultant(s), outlining their interest and motivation for applying for the consultancy.
- Up to date CVs relating to the applying consultant(s) experience in undertaking similar assignments and skills to carry out this work, including contact details for two references, from previous organisations that have used the consultant’s services.
- Full details of proposed consultancy team members, including CVs which relate to their experience and skills to carry out this work.
- At least two samples of previous similar work
